    BID NOTICE

    The Town of Rye, New York, hereby gives notice that sealed bids will be received in the office of the Town for Select Demolition and Abatement at the Crawford Mansion located at 122 N. Ridge Street, Rye Brook, NY.

    CONTRACT DOCUMENTS: The Contract Documents will be available on Wednesday, January 17, 2018, at the offices of Arconics Architecture, P.C., 545-1/2 Westchester Avenue, Rye Brook, NY 10573.  There is a fee of $100, payable by check or money order.     TIME: Sealed bids will be received by the Town of Rye at 222 Grace Church Street, Port Chester, NY 10573 in the Town Clerk’s office until 11:00 AM local time, on Friday, February 16, 2018.  Bids will be publicly opened and read aloud at that time in the Supervisor’s Office.

    BIDS: All bids shall be addressed to the attention of the Town Clerk, Town of Rye, 222 Grace Church Street, Port Chester, NY 10573, and shall be enclosed, with the name and address of the Bidder and name of the project shown on the outside of the sealed envelope.  On Tuesday, January 23, 2018 there will be a mandatory pre-bid inspection of the project site.     BID SECURITY: A certified check or satisfactory bid bond payable to the Town of Rye, in the amount of ten percent (10%) of the bid, shall accompany each bid as a guaranty, that if the bid is accepted, the Bidder will execute and file the contract, the performance bond, and the certificate of insurance, as required by the contract.  Should the Bidder fail in meeting this provision, then the amount of the certified check or bid bond will be forfeited to the Town as liquidated damages.

    BID WITHDRAWAL: No bid shall be withdrawn for a period of thirty (30) days after the scheduled opening of the bids without the consent of the Town of Rye. Also, no bid can be resubmitted by a bidder that has successfully withdrawn a bid prior to the bid opening.

    CONTRACT SECURITY: The Bidder to whom the contract is awarded shall be required to furnish a performance bond acceptable to the Town of Rye for one hundred percent (100%) of the contract price.

    IRREGULAR BIDS: Bids may be rejected if they show any omissions, alterations of form, additions not called for, conditional bids or irregularities of any kind.

    QUALIFICATIONS OF BIDDERS: All bidders must be regularly engaged in the business of the item that he bids upon. Each bidder must have adequate personnel, equipment, materials, plant capacity and/or delivery capacity to properly execute the item that he bids. The Contractors shall supply all labor, materials, insurance, and be properly licensed to work in Westchester County and the Village of Rye Brook for all on-site work.

    Any bidder may be required, as deemed necessary by the Architect, to furnish additional data regarding qualification of the bidder to successfully and responsibly perform the item or items upon which he has bid. Such additional data may include, but not be limited to, previous references for similar work performed, equipment available for performance of work and statements showing financial ability to successfully and responsibly perform the item or items bid.

    NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York, adopted on December 4, 2017, a Special District Meeting of the qualified voters of said School District will be held on

    BOND PROPOSITION

    RESOLVED:

    (a) That the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct improvements and alterations to various District school buildings and/or sites (the “Project”) as described in a plan dated December 4, 2017, prepared by the District with the assistance of School Construction Consultants, Inc. (the “Plan”), which report is on file and available for public inspection at the office of the District Clerk, including improvements in connection with the remediation and reconstruction of building envelope structures and window replacements; façade reconstruction; replacement of exterior window wall systems; replacement of façade pre-cast panels with new exterior window wall systems; unit ventilator replacements; electrical, heating, ventilation and building management system improvements; hazardous material abatement; replacement of doors and transoms; pedestrian bridge improvements; stairwell handrail replacements; and auditorium audio/visual improvements; all of the foregoing to include all original equipment, furnishings, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $12,500,000; provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;

(Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.

    NOTICE IS FURTHER GIVEN, that pursuant to Education Law §2014, personal registration of voters is required, and no person shall be entitled to vote at the Special District Meeting whose name does not appear on the register of the District. The Board of Registration will meet at the Port Chester Middle School, 113 Bowman Avenue, Port Chester, New York, on Monday, January 29, 2018, from 2:30 o’clock P.M. to 6:30 o’clock P.M. (Prevailing Time) for the purpose of preparing a register of the qualified voters of the District for said Special District Meeting, at which time any person shall be entitled to have his/her name placed upon such register, provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Special District Meeting.

    The register of the qualified voters of said District prepared for the Annual Election held on May 16, 2017, shall be used by said Board of Registration as the basis for the preparation of the register for said Special District Meeting to be held on February 6, 2018.     Immediately upon its completion, said register will be filed in the Office of the District Clerk and will thereafter be open for inspection by any qualified voter of the District between the hours of 8:30 o’clock A.M. and 1:00 o’clock P.M. (Prevailing Time) on each of the days prior to the day set for the Special District Meeting, except Saturday, February 3, 2018, by appointment only and Sunday, February 4, 2018.

    NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the office of the District Clerk, 113 Bowman Avenue, Port Chester, New York, during school business hours, Monday through Friday, except holidays.     2017-2018 VILLAGE OF PORT CHESTER TAX

    SECOND HALF REMINDER

    This is a courtesy reminder to all taxpayers whose property is located in the Village of Port Chester that the second half of the village tax is due by December 31, 2017. After that date there is a mandatory, non-waivable 2% penalty for the month of January, and will increase monthly thereafter.

    For your convenience, there are three ways for you to make payments.

    1) You may mail your check in the envelope provided.  Be sure to include the “2nd Half ‘ stub of the bill.  If you would like a receipt, mark the appropriate box.  Payments must be postmarked by the US Post office no later than December 31, 2017 to avoid the penalty.

    2) You may pay in person at the Tax Office, 222 Grace Church Street, 3rd floor, Port Chester during our regular office hours (Monday through Friday, 8:30AM to 4:00PM).

    Please bring the entire bill with you.

    Note that since December 31 falls on a Sunday, and Monday, January 1 is a holiday, you may pay in person in the Tax Office during regular business hours on Tuesday, January 2 with no penalty.

    NOTICE IS FURTHER GIVEN, that pursuant to Education Law §2014, personal registration of voters is required, and no person shall be entitled to vote at the Special District Meeting whose name does not appear on the register of the District. The Board of Registration will meet at the Port Chester Middle School, 113 Bowman Avenue, Port Chester, New York, on Monday, January 29, 2018, from 2:30 o’clock P.M. to 6:30 o’clock P.M.     §250-37.B. The maximum allowable Main Building Lot Coverage is 16%. The proposed additions will result in a Main Building Lot Coverage of 16.4%. Therefore the applicant is requesting a 0.4% Main Building Lot Coverage variance.

    §250-37.E. The maximum allowable Gross Floor Area (GFA) for this property is 3,778 sq. ft. The proposed additions will result in a GFA of 4,096 sq. ft. This property appeared before the ZBA on 12/2/03 under application #03-325 for a 770 sq. ft. addition and was ultimately granted a GFA variance for 298 sq. ft. to facilitate the full addition. This resulted in a legal conforming total GFA of 3,778 sq. ft.

    The current application indicates that the existing GFA is 3,958 sq. ft., which is 180 sq. ft. greater than the GFA variance previously granted by the ZBA. The Building Department has determined that this inconsistency was due to a calculation error by the former applicant.

    The current application must be considered from the legal GFA of 3,778 sq. ft., and not from the actual existing conditions. Therefore the applicant is requesting a 318 sq. ft. GFA variance.

    A summary of the aforesaid resolution is set forth below.  The resolution provides as follows:  that the faith and credit of the Village of Rye Brook, Westchester County, New York (the "Village"), are irrevocably pledged for the payment of the principal of and interest on such obligations as the same respectively become due and payable; that an annual appropriation shall be made in each year sufficient to pay the principal of and interest on such obligations becoming due and payable in such year; that the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the bonds authorized by such resolution, including renewals of such notes, is delegated to the Village Treasurer; that all other matters, except as provided in such resolution, relating to the bonds authorized, including the date, denominations, maturities and interest payment dates, within the limitations prescribed in such resolution and the manner of the execution of the same and also including the consolidation with other issues, and the authority to issue such obligations on the basis of substantially level or declining annual debt service, is delegated to and shall be determined by the Village Treasurer; and that this LEGAL NOTICE shall be published.

    SECOND HALF REMINDER

    This is a courtesy reminder to all taxpayers whose property is located in the Village of Port Chester that the second half of the village tax is due by December 31, 2017. After that date there is a mandatory, non-waivable 2% penalty for the month of January, and will increase monthly thereafter.

    For your convenience, there are three ways for you to make payments.

    1) You may mail your check in the envelope provided.  Be sure to include the “2nd Half ‘ stub of the bill.  If you would like a receipt, mark the appropriate box.  Payments must be postmarked by the US Post office no later than December 31, 2017 to avoid the penalty.

    The Town of Rye, New York, hereby gives notice that SEPARATE sealed bids will be received in the office of the Town Clerk for:

    IRREGULAR BIDS: Bids may be rejected if they show any omissions, alterations of form, additions not called for, conditional bids or irregularities of any kind.

    QUALIFICATIONS OF BIDDERS: All bidders must be regularly engaged in the business of the item that he bids upon. Each bidder must have adequate personnel, equipment, materials, plant capacity and/or delivery capacity to properly execute the item that he bids. The Contractors shall supply plumbing labor and electrical labor properly licensed to work in Westchester County and the Village of Rye Brook for all on-site work.

    Any bidder may be required, as deemed necessary by the Architect, to furnish additional data regarding qualification of the bidder to successfully and responsibly perform the item or items upon which he has bid.     NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Rye Brook, Westchester County, New York, at a meeting held on September 26, 2017, duly adopted the resolution published herewith, a summary of which is published herein, subject to a permissive referendum.

    NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the Blind Brook-Rye Union Free School District, in the County of Westchester, New York, adopted on August 14, 2017, a Special District Meeting of the qualified voters of said School District will be held on

    (b) that a tax is hereby voted therefor in the amount of not to exceed $44,700,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and

    (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $44,700,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

    The voting will be conducted by ballot on voting machines or paper ballot as provided in the Education Law and the polls will remain open from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.

    NOTICE IS FURTHER GIVEN, that members of the Board of Registration shall meet on Wednesday, October 4, 2017, between the hours of 4:00 o’clock P.M. and 8:00 o’clock P.M. (Prevailing Time) in the District Clerk’s office at the Bruno M.
