    NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York, adopted on January 31, 2017, a Special District Meeting of the qualified voters of said School District will be held on

    Tuesday, March 28, 2017

    from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) at the Main Gymnasium of the Port Chester Middle School for the purpose of voting upon the following Bond Proposition:

    BOND PROPOSITION

    RESOLVED:

    (a) That the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to undertake a building and site improvement project (the “Project”) as described in a plan prepared by the District with the assistance of Fuller and D’Angelo, P.C., Architects and Planners (the “Plan”), which report is on file and available for public inspection at the office of the District Clerk, consisting of the construction of improvements and alterations to District school buildings and/or sites, including (as and where required): the construction of building additions to provide for new classroom, gymnasium, office, and other space; interior reconstruction and space reconfiguration; the installation of elevators; site improvements, including parking, playground, and retaining wall enhancements; and athletic and recreation improvements, including the construction and/or installation of new playing fields; bleachers, concession stand and press box; all of the foregoing to include all original equipment, furnishings, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $79,950,000; provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;

    (b) that a tax is hereby voted therefor in the amount of not to exceed $79,950,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and

    (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $79,950,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

    Such Bond Proposition shall appear on the ballots used for voting at said Special District Meeting in substantially the following condensed form:

    (a) That the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct improvements and alterations to District school buildings and/or sites and to expend therefor an amount not to exceed $79,950,000; (b) that a tax is hereby voted in the amount of not to exceed $79,950,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts the Board of Education shall determine; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the amount of not to exceed $79,950,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

    The voting will be conducted by ballot on voting machines or paper ballot as provided in the Education Law and the polls will remain open from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.

    NOTICE IS FURTHER GIVEN, that pursuant to Education Law §2014, personal registration of voters is required, and no person shall be entitled to vote at the Special District Meeting whose name does not appear on the register of the District. The Board of Registration will meet at the Port Chester Middle School, 113 Bowman Avenue, Port Chester, New York, on Monday, March 20, 2017, from 2:30 o’clock P.M. to 6:30 o’clock P.M. (Prevailing Time) for the purpose of preparing a register of the qualified voters of the District for said Special District Meeting, at which time any person shall be entitled to have his/her name placed upon such register, provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Special District Meeting.

    The register of the qualified voters of said District prepared for the Annual Election held on May 17, 2016, shall be used by said Board of Registration as the basis for the preparation of the register for said Special District Meeting to be held on March 28, 2017. Any person whose name appears on such register or who shall have been previously registered for any annual or special District meeting or election and who shall have voted at any annual or special District meeting or election held or conducted at any time since January 1, 2013, will not be required to register personally for this Special District Meeting. In addition, any person otherwise qualified to vote who is registered with the Board of Elections of Westchester County under the provisions of the Election Law shall be entitled to vote at said Special District Meeting without further registration.

    Immediately upon its completion, said register will be filed in the Office of the District Clerk and will thereafter be open for inspection by any qualified voter of the District between the hours of 8:30 o’clock A.M. and 1:00 o’clock P.M. (Prevailing Time) on each of the days prior to the day set for the Special District Meeting, except Saturday, March 25, 2017, by appointment only and Sunday, March 26, 2017.

    NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the office of the District Clerk, 113 Bowman Avenue, Port Chester, New York, during school business hours, Monday through Friday, except holidays. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than March 21, 2017. If the ballot is to be delivered personally to the voter at the office of the District Clerk, the completed application must be received by the District Clerk no later March 27, 2017.

    A list of all persons to whom absentee ballots shall have been issued will be available for inspection in the office of the District Clerk during regular office hours until the date of said Special District Meeting. Absentee ballots must be received by the District Clerk no later than 5:00 o’clock P.M. (Prevailing Time) on March 28, 2017.

    Only qualified voters who are registered to vote will be permitted to vote.

    PUBLIC NOTICE is hereby given that the Board of Trustees of the Village of Port Chester, New York, having duly convened on March 6, 2017, adopted Local Law No. 3 of the year 2017, entitled “AN INTERIM LOCAL LAW FURTHER MODIFYING THE AMNESTY PERIOD OF THE PERMIT AMNESTY PROGRAM” an abstract which is hereto annexed.

    ABSTRACT

    Pursuant to Local Law No. 4 of 2012, the Board of Trustees adopted an interim local law establishing a permit amnesty program for all properties within the Village of Port Chester under certain terms and conditions. Local Law No 12 of 2013 not only modified the amnesty period, but also extended the scope of the amnesty program to streamline the permit process, afford additional relief for one and two-family dwellings and provide an administrative procedure for certain nonconforming uses. Since that time, the amnesty program has been subsequently modified by extending the time period to make application for amnesty. Local law No. 3 of 2017 amends the Code of the Village of Port Chester so as to further extend the application period from March 17, 2017 to July 17, 2017, it being the intent of the Board of Trustees to use this time to fully engage the community, including drawing on the experiences of those who have participated in the amnesty program, and determine what, if any, features of the program should be permanently retained and/or propose new approaches that have not been considered.

    NOTICE IS FURTHER GIVEN, that pursuant to Education Law §2014, personal registration of voters is required, and no person shall be entitled to vote at the Special District Meeting whose name does not appear on the register of the District. The Board of Registration will meet at the Port Chester Middle School, 113 Bowman Avenue, Port Chester, New York, on Monday, March 20, 2017, from 2:30 o’clock P.M. to 6:30 o’clock P.M.     2016-2017 VILLAGE OF RYE BROOK TAX

    SECOND INSTALLMENT REMINDER

    This is a courtesy reminder to all taxpayers whose property is located in the Village of  Rye  Brook that the second installment of the village tax is due by February 28, 2017. After that date there is a mandatory, non-waivable 2% penalty for the month of March, and will increase monthly thereafter.

    For your convenience, there are three ways for you to make payments.

    1) You may mail your check in the envelope provided.  Be sure to include the second stub of the bill.  If you would like a receipt, mark the appropriate box.  Payments must be postmarked by the US Post office no later than February 28, 2017 to avoid the penalty.

    2) You may pay in person at the Tax Office, 222 Grace Church Street, 3rd floor, Port Chester during our regular office hours (Monday through Friday, 8:30AM to 4:00PM).  Please bring the entire bill with you.

    NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York, adopted on January 31, 2017, a Special District Meeting of the qualified voters of said School District will be held on

     

    Tuesday, March 28, 2017

     

    from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) at the Main Gymnasium of the Port Chester Middle School for the purpose of voting upon the following Bond Proposition:

     

    BOND PROPOSITION

     

    RESOLVED:

     

    (a) That the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to undertake a building and site improvement project (the “Project”) as described in a plan prepared by the District with the assistance of Fuller and D’Angelo, P.C., Architects and Planners (the “Plan”), which report is on file and available for public inspection at the office of the District Clerk, consisting of the construction of improvements and alterations to District school buildings and/or sites, including (as and where required): the construction of building additions to provide for new classroom, gymnasium, office, and other space; interior reconstruction and space reconfiguration; the installation of elevators; site improvements, including parking, playground, and retaining wall enhancements; and athletic and recreation improvements, including the construction and/or installation of new playing fields; bleachers, concession stand and press box; all of the foregoing to include all original equipment, furnishings, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $79,950,000; provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;

     

    (b) that a tax is hereby voted therefor in the amount of not to exceed $79,950,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and

     

    (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $79,950,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

     

    Such Bond Proposition shall appear on the ballots used for voting at said Special District Meeting in substantially the following condensed form:

    (a) That the Board of Education of the Port Chester-Rye Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct improvements and alterations to District school buildings and/or sites and to expend therefor an amount not to exceed $79,950,000; (b) that a tax is hereby voted in the amount of not to exceed $79,950,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts the Board of Education shall determine; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the amount of not to exceed $79,950,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

     

    The voting will be conducted by ballot on voting machines or paper ballot as provided in the Education Law and the polls will remain open from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.

     

    NOTICE IS FURTHER GIVEN, that pursuant to Education Law §2014, personal registration of voters is required, and no person shall be entitled to vote at the Special District Meeting whose name does not appear on the register of the District. The Board of Registration will meet at the Port Chester Middle School, 113 Bowman Avenue, Port Chester, New York, on Monday, March 20, 2017, from 2:30 o’clock P.M. to 6:30 o’clock P.M. (Prevailing Time) for the purpose of preparing a register of the qualified voters of the District for said Special District Meeting, at which time any person shall be entitled to have his/her name placed upon such register, provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Special District Meeting.

     

    The register of the qualified voters of said District prepared for the Annual Election held on May 17, 2016, shall be used by said Board of Registration as the basis for the preparation of the register for said Special District Meeting to be held on March 28, 2017. Any person whose name appears on such register or who shall have been previously registered for any annual or special District meeting or election and who shall have voted at any annual or special District meeting or election held or conducted at any time since January 1, 2013, will not be required to register personally for this Special District Meeting. In addition, any person otherwise qualified to vote who is registered with the Board of Elections of Westchester County under the provisions of the Election Law shall be entitled to vote at said Special District Meeting without further registration.

     

    Immediately upon its completion, said register will be filed in the Office of the District Clerk and will thereafter be open for inspection by any qualified voter of the District between the hours of 8:30 o’clock A.M. and 1:00 o’clock P.M. (Prevailing Time) on each of the days prior to the day set for the Special District Meeting, except Saturday, March 25, 2017, by appointment only and Sunday, March 26, 2017.

     

    NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the office of the District Clerk, 113 Bowman Avenue, Port Chester, New York, during school business hours, Monday through Friday, except holidays. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than March 21, 2017. If the ballot is to be delivered personally to the voter at the office of the District Clerk, the completed application must be received by the District Clerk no later March 27, 2017.

     

    A list of all persons to whom absentee ballots shall have been issued will be available for inspection in the office of the District Clerk during regular office hours until the date of said Special District Meeting.     A review of the first floor plans reveals no use or occupancy stated. There is insufficient information on the plans to permit determination that the scope of work is in compliance with the New York State Uniform Fire Prevention and Building Code.

     

    Please take notice that the Code of the Village of Port Chester, Zoning Section 345-67.B MUR Marina Redevelopment Project Urban Renewal District section 345-67 B. Land Use and development Control, does not permit a millwork shop or "storage and light industry facility" uses.

    This is a courtesy reminder to all taxpayers whose property is located in the Port Chester-Rye Union Free School District, Blind Brook-Union Free School District or the Rye Neck-Union Free School District that the second half of the school tax is due by January 31, 2017. Payments must be POSTMARKED BY THE U S POST OFFICE NO LATER THAN January 31, 2017.

    Please be advised that after January 31, there is a mandated 10 % penalty by New York State Town Law, which cannot be waived for any reason.

The applicant’s plans as originally approved indicate construction of a new masonry wall at the Old Oak Road frontage, extending along the entire south elevation and ending at the existing driveway at the east elevation, not to exceed 3 feet in height. The topographic survey dated 4/11/14 indicates the grade elevation at the southwest elevation prior to regrading was @234. The top of the proposed new wall at this location is at 240.1. As such the proposed wall would be considered at a height of 6.1 feet at the southwest elevation in the front yard at Old Oak Road and along the front yard at the south elevation. Therefore the applicant is requesting a 2.1 foot front yard wall height variance at this location.

    §250-6.B.(1)(g)[3][a] The maximum allowable height of a fence or wall in a front yard is 4 feet measured from the natural existing grade of the property at the base of the fence or wall prior to regrading to the highest horizontal member at the top. The applicant’s revised plan proposes to reduce the non-permitted 6’ fence to a 4 foot fence setback 4 feet from the face of the stone wall. The 4/11/14 survey indicates existing grade elevation prior to regrading in this area was @237, and the top of the proposed 4 foot fence is at 245.5. As such the proposed front yard fence would be considered at a height of 8.5 feet. Therefore the applicant is requesting a 4.5 foot front yard fence height variance.

    §250-6.B.(1)(g)[3][a] The maximum allowable height of a fence or wall in a rear yard is 6 feet measured from the natural existing grade of the property at the base of the fence or wall prior to regrading to the highest horizontal member at the top. The applicant’s revised plans propose to install a 4 foot fence along the south elevation. The 4/11/14 survey indicates the grade at this location prior to regrading was @236, and the top of the proposed fence is 245.7. As such the rear yard fence would be considered at a height of 9.7 feet. Therefore the applicant is requesting a 3.7 foot rear yard fence height variance.

    The Village of Port Chester’s Beautification Commission is proud to announce the start of the Adopt-an-Island Program. This program is geared to facilitate community involvement in beautifying our Village. The program consists of two options, an individual or group can participate by donating money to sponsor a traffic island, or by volunteering to physically maintain their adopted traffic island.

    2016-2017 VILLAGE OF PORT CHESTER TAX

    SECOND HALF REMINDER

    This is a courtesy reminder to all taxpayers whose property is located in the Village of Port Chester that the second half of the village tax is due by December 31, 2016. After that date there is a mandatory, non-waivable 2% penalty for the month of January, and will increase monthly thereafter.

    For your convenience, there are three ways for you to make payments.

    You may mail your check in the envelope provided. Be sure to include the bottom portion of the bill. If you would like a receipt, mark the appropriate box on the stub. Payments must be postmarked by the US Post office no later than December 31, 2016 to avoid the penalty.

    You may pay in person at the Tax Office, 222 Grace Church Street, 3rd floor, Port Chester during our regular office hours (Monday through Friday, 8:30AM to 4:00PM).

    Please bring the entire bill with you.

    Note that since December 31 falls on a Saturday, and Monday, January 2 is a holiday, you may pay in person in the Tax Office on Tuesday, January 3 with no penalty.
